IAEA報告書を曲解する傲慢
『IAEA報告書は「処理水の海洋放出」を承認していない。中国を「非科学的」と切り捨てる日本の傲慢』（*1）という、少し扇動的なタイトルの記事を見かけた。記事の冒頭で、『日本政府やメディアは、国際原子力機関（IAEA）が「国際的な安全基準に合致している」とした調査報告書（7月4日）によって、海洋放出の安全性と正当性が示されたかのように主張する。だが、この報告書に、海洋放出の方針を「推奨するものでも承認するものでもない」との記載があることに、どれほどの人が注意を向けているだろう。』と延べ、その後、4ページにわたって自論を展開している。
IAEAの報告書（IAEA COMPREHENSIVE REPORT ON THE SAFETY REVIEW OF THE ALPS-TREATED WATER AT THE FUKUSHIMA DAIICHI NUCLEAR POWER STATION）には誰でもアクセスできるので、該当部分を探してみたところ、下記の部分が見つかった。
（冒頭抜粋）Finally, I would like to emphasise that the release of the treated water stored at Fukushima Daiichi Power Station is a national decision by the Government of Japan and that this report is neither a recommendation nor an endorsement of that policy. However, I hope that all who have an interest in this decision will welcome the IAEA’s independent and transparent review, and I give an assurance, as I said right at the start of this process, that the IAEA will be there before, during and after the discharge of ALPS treated water.
記者の主張は、冒頭の "Director General’s Foreword" の最終フレーズである "Finally, I would like to emphasise that the release of the treated water stored at Fukushima Daiichi Power Station is a national decision by the Government of Japan and that this report is neither a recommendation nor an endorsement of that policy." という部分を指したもののようだが、ここで、Director General が述べていることは、《日本政府の責任で実施されるものである》という事実であり、（このため、当然のことながら、）《IAEAが勧めたものでも推奨したものでもない》と結んでいる。記者の言う「IAEAが海洋放出の方針を否定した」という解釈は原文を著しく歪めたもので、「記者の傲慢」と言わざるを得ない。Director General はこれに続く文で、「決定に興味を持った方々は、IAEAの独立した透明性の高いレビューにぜひ参加して欲しい」という意味のことを述べている。記者が決定に疑問を持っているのなら、このような傲慢な記事を公表する前に、レビューに参加してはどうかと思う。
